I think we need some kind of clarification as to what counts as "evil". Is it based around the severity of their actions or whether they self identify as evil? For example couldn't we argue that Davros is not evil seeing as how his actions are justified by his own personal philosophy and set of morals, that just so happens to be incredibly flawed? Some kind of offical policy would clear up cases like this and avoid the possibilty of edit wars over characters who are more in the grey area.
