The Velociraptor shares similar features to the Velociraptor "Blue" from Jurassic World.
This is a likely reference to the fact that Blue was the only surviving Velociraptor after the events of the film.
The design for the Velociraptor in LEGO Dimensions is exclusive to the game and not found in any previous Raptor designs created by LEGO. However, a make and take event on June 23rd 2018 at Toys R Us stores in Canada made to promote Jurassic Park: Fallen Kingdom was a mini-brick kit of Blue the Velociraptor using the exact same "Dimensions" model only with brick-built arms instead of the "skeleton" ones and a slightly longer tail. A similar model was available at LEGO Stores the same year on the 20th only instead of a Velociraptor, it was the Tyrannosaurus Rex with a different tail shape, slope back piece, no feet talons, and a brown colour scheme.
The Cyberman assumes he can turn it into a Cyber-saurus Rex whenever he encounters it, although Velociraptors are completely different from Tyrannosaurus Rexes
The first alternated design for the Velociraptor is a homage to the skin color of the Big One from the original Jurassic Park film.
